Trash collection occurs on Monday and Thursday of each week by Burch Trash Service, Inc. They can be reached at 301-888-1900.
One 95-gallon container will be provided for trash collection to each homeowner and will remain the property of the Customer. Trash collection containers and bags should be placed in the alley for collection. If a collection falls on an observed holiday, collection will be made on the next regular collection day. This also applies to bad weather days when the Contractor is unable to make a normal collection. The cost to replace a trash container is $100.00
Bulk trash items such as refrigerators. washers, carpet & padding, water tanks, furniture etc. are not collected, but should a homeowner require a bulk collection, it will be provided by appointment only at a rate of $35.00 per item and paid by the individual homeowner.
Observed Holidays: New Year’s Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving and Christmas Day.
Christmas Tree Collection: The contractor will provide Christmas tree collection on the second and third Monday in January.

Recyclables should be placed in the alley for collection. Recycling collection will include such items as newspaper, telephone books, junk mail, magazines, bottles, cans and cardboard of various sizes. If a collection falls on an observed holiday, collection will be made the next regular scheduled day. This also applies to bad weather days when the Contractor is unable to make a normal collection. During bad weather days. every effort is made to resume collection as quickly and safely as possible.
One 35-gallon container will be provided for recycling collection to each homeowner and remain the property of the Customer. This container is for recyclable material only. Recycling containers that have trash placed in them will not be collected. Recycling material will not be collected from colored plastic bags (white. green, black, etc). Residents are allowed to use translucent bags ( clear/recycling bags). The cost to replace a recycling container is: $100.00.

Guests are able to reach residents from the gate directory with a standard audio call. Residents can provide access by pressing “9” from their phone. Any calls from the call box should show up on your caller ID as “Security Gate”.
Each household is also issued a 5-digit personal access code. At residents’ discretion, this can be shared with friends, family or for deliveries, etc.
Additionally, there is an app (MyQ Resident Video App) that is available to provide gate access as well as a video connection when visitors call from the call box.

- Snow plowing will start when there is 2” on the ground and still falling (as recorded at Reagan National Airport)
- Streets are the priority and should be cleared within 24 hours of a minor storm event ( 2”- 4”)
- Sidewalks and lead walks will be cleared after streets
- Steps and stoops are not cleared by the contractor
- Cars parked on streets will not be cleared and could be plowed in
- Driveway entry and driveways are not cleared by the contractor

There have been some questions about areas in the community designed as limited common elements (“LCEs”). For the Potomac Overlook townhouse condominiums, each townhouse unit has a designated limited common element front yard area shown as “YARD AREA L.C.E. UNIT _____” on the condominium plat (with the respective unit number included for the adjacent townhouse unit). The plat can be found in the disclosure materials provided to you by the builder of your home.
General common elements (“GCEs”) are for the general use of all unit owners. LCEs are assigned for the exclusive use of one or more but less than all unit owners. In the case of each LCE yard at Potomac Overlook, it is a LCE designated for the exclusive use of the owner of the adjacent townhouse unit to which such LCE yard is assigned.
Additionally, while the Potomac Overlook townhouse condominium documents provide that mowing and landscaping of such LCE yard areas can be the responsibility of the individual townhouse condominium association, The Uplands HOA is currently performing this maintenance under a contract with Complete Landscaping.

The Uplands Homeowners Association, Inc. (the “Uplands HOA”) is an umbrella homeowners association that currently includes nine Sub-Associations, all of which are condominium associations consisting of townhouse-style condominium units.
Under current development plans, the Uplands HOA is planned to include approximately 600 townhouse condominium units within approximately 11 Sub-Associations, as well as a number of open space parcels.
The Uplands HOA is delegated authority to act on behalf of the Association including the authority to enter into management and maintenance agreements of the Uplands’ common areas.
